Please join City of Lucas staff in welcoming our new City Manager John Whitsell. John Whitsell is a native Texan and has been involved in municipal government for nearly 30 years. He has most recently served the City of Chandler for five years as their City Administrator. John has held other municipal positions including serving as the City Manager for the City of Clarksville and Mayor and City Councilman for the City of Troup.

John Whitsell is a Certified Public Manager and obtained an MBA from LeTourneau University in Longview. He has held positions with the Chandler Volunteer Fire Department, Troup Volunteer Fire Department,  former Trustee of Troup ISD, President of Troup Economic Development Corporation, Interim Director of the Chandler Area Economic Development Corporation, board member of Keep Chandler Beautiful, past president of Texas City Management Association (TCMA) Region 5 and member of TCMA. John is married to his wife, Amanda, and together they have five grown children and one grandchild.

The City of Lucas adopted a Home Rule Charter and operates under a Council-Manager form of government. The City Council hires a City Manager to execute their vision and run the day-to-day operations of the City.
